Canadian Forces reports mixed results in four-year war on sexual misconduct

OTTAWA — A new Canadian Forces report says its nearly four-year war on sexual misconduct in the ranks has had mixed results.

In the report the military says it has implemented several measures to help victims, prosecute perpetrators and raise awareness of sexually inappropriate behaviour across the Forces.

Yet it also says that attempts to change the military’s overall culture has been affected by a lack of information and excessive bureaucracy.

The Forces also waited too long to consult victims and advocates and has failed to learn the lessons of the past three years.

There is also a warning that some in the ranks are becoming “fatigued” by the anti-sexual misconduct message.

Last fall the auditor general slammed the military for not doing enough to support victims of sexual misconduct and in this report the military says it is moving to address the shortcomings and a comprehensive plan will be released in October.
