Council adjusts road construction plans to include repaving Fifth St. W.

Council decided not to repave the east service road which was budgeted for this summer and instead will immediately pave Fifth St. W. following infrastructure work.

At a special council meeting on July 8, Peter Mansuy, the city engineer, recommended to council to drop the repaving of the east service road and instead pave Fifth St. W. once infrastructure work is finished in August.

“I drove down from fifth to ninth on the east service road and it’s one of the best roads in the city,” said councillor Tom Harrison. “So I certainly agree with reprioritizing.”

Scheduled for July 22 to Aug. 18, the city is replacing the water and sewer mains on Fifth St. W. from Seventh Ave. to Fifth Ave. Before the recommendation, this section of Fifth St. W. would be gravel until the summer of 2020.

Mansuy estimated the cost to be nearly $215,000 which would fit into the 2019 budget for paving. The current paving contract is about $1,485,000 while the city has budgeted $1,700,000 for the year.

“The prices in the contract are pretty good this year,” Mansuy said. “So if you come along in a year’s time you’re still going to have the cost of doing the work. So whether you advance it 12 months or do it next year, it’s still going to cost you similar or maybe even more.”

The infrastructure work on the water and sewer main would start at Seventh Ave. and move north. A temporary water line will be placed running from a hydrant on Seventh Ave. while workers replace the main.

Work crews are replacing the sewer main a section at a time from manhole to manhole. The city is asking residents to try not to run large amounts of water during work hours as the sewer lines will be live as they work.

The infrastructure work would impact residents of Ducluzeau Place and the 600 block of Fifth St. W. as well as City Convenience, the Northwest School Division Office and Transition Place Education Centre.

Also part of the recommendation, Centre St. from Fourth Ave. to Fifth Ave. would remain being patched for the summer.

Road improvements in the city began on July 2 starting with a full rehabilitation of Bridger Drive from Fifth St. W. to Gibson Crescent.

The 200 block of Third St. W., the 100 block of Second Ave. E., and the 200 through 400 block of Second St. W. are all scheduled for repaving this summer. Morin Crescent, Marion Crescent and Palenchuk Place will also be milled and resurfaced, however current weather forecasts could delay the roadwork.

At the same meeting, Mansuy also recommended the city begin a geotechnical investigation of Third St. E. from Highway 4 to Highway 55. The investigation would look at the subsurface conditions of Third St. E. and would help provide recommendations for roadway improvements and rehabilitation.

“A geotechnical is going to be value added money when you do decide to do [work] there,” said councillor Conrad Read.

According to Resource Management International Inc., the investigation and report would cost an estimated $22,000. Council accepted the recommendation pending administration finding available funding.

“We’re talking about some pretty bad areas in key parts of the city that could potentially be part of our contract next year for paving,” said Harrison. “So this is pretty key in my mind.”
