Public hearing set for new Door of Hope and Food Bank building in Meadow Lake

Plans to relocate Meadow Lake’s Door of Hope and Food Bank are moving forward, after city council agreed to advertise the proposal and set a public hearing for Dec. 8.

The application from Meadow Lake Outreach Ministries calls for the construction of a new two-storey building at 307–309 3rd Street East, which would house the Door of Hope, the food bank, a community kitchen and office space.

The move would see both services relocated from their current site on 2nd Avenue East, a location the organization says is in poor condition and no longer meets its needs. The food bank, in particular, has outgrown the existing space, and the kitchen facilities are inadequate for its operations.

In a report to council, Planning and Development Manager Neil Marsh said the proposed development aligns with the city’s Official Community Plan and Zoning Bylaw, which allows community service facilities in the Urban Commercial (C2) district.

The Door of Hope’s kitchen and dining area would be considered a “community centre,” which is classified as a discretionary use in that zone.

The new facility will not include a homeless shelter. The existing shelter will continue operating separately at its current location on 1st Street East, under the zoning regulations already in place for that use.

According to the site plan, the proposed building would include separate entrances for the soup kitchen and food bank, a 96-seat dining area, warehouse and distribution space, and parking access at the rear of the property through a shared lane.

As part of the discretionary-use process, the city will notify 28 nearby property owners within 75 metres of the site and post notices at City Hall, on the municipal website and in a local newspaper.

No decision has yet been made on whether to approve or deny the project. Council will make that determination after the Dec. 8 public hearing, once feedback from residents and technical reviewers has been received.

Marsh said the application from Meadow Lake Outreach Ministries was complete and met all the requirements for advertising.

The applicant is responsible for covering the cost of advertising, permit fees and any consultant expenses.
