What’s in the new 4-year strategic plan for Meadow Lake?

City council has adopted a new four-year strategic plan outlining a roadmap for growth, safety, infrastructure and housing in Meadow Lake from 2026 to 2029.

“Through listening to the community and focused strategic conversations, the City of Meadow Lake City Council has identified five priorities to guide actions and investment in our community,” the city said in a document.

The five priorities: strengthening the economy, delivering value, investing in community infrastructure, focusing on community safety and creating opportunities for housing.

Economy

Economic growth will centre on building stronger ties with neighbouring municipalities, Flying Dust First Nation and regional partners.

The city plans to boost tourism and events, including the 2026 Saskatchewan Winter Games, refresh its branding and partner with the Chamber of Commerce to attract and support small businesses.

It will also pursue hotel development and growth in sectors such as forestry, energy and tourism.

Deliver value

The document stated that the city’s value include collaboration, openness and transparency, responsible financial stewardship and long-term sustainability.

To reflect those principles, the plan commits to limiting tax increases, moving toward a self-funded utility rate system, communicating with citizens on key issues like property tax, and benchmarking city services against other municipalities.

The city will introduce its new manager to the community, review workforce competitiveness, improve records management and IT systems, and increase outreach to engage residents, youth and volunteers.

Invest in community infrastructure

Infrastructure work includes developing a financial strategy to address lagoon odour issues, funding small-scale traffic safety and improvement projects, and encouraging citizen-led initiatives.

Long-term plans involve preventative maintenance on water, sewer and roads, upgrades to public facilities such as the fire hall and Aquatics Centre, and greater use of technology and data to guide decisions.

Focus on community safety

On public safety, the city will host open houses on crime prevention, increase resources for its Community Safety Team, and work with emergency services to promote citizen reporting.

“Increased co-ordination and transparency between the City and law enforcement is a must,” the document noted.

It also plans to step up enforcement on property maintenance, coordinate with landlords and housing agencies, and address abandoned or derelict buildings.

Create opportunities for housing

To expand housing options, council will advocate for provincial and federal funding to build affordable units and renovate existing ones.

It will support local social agencies, work with residents to develop a housing framework, and explore incentives for building new homes, upgrading properties and adding secondary suites.

City officials will report on progress each year, including public check-ins on residents’ experiences and priorities. Meadow Lake’s current population is about 5,300 and is expected to grow to 6,400 by 2032.
