Meadow Lake council to consider 2026 sidewalk rehabilitation project

Meadow Lake city council is set to decide tonight whether to award a sole-source contract for a $150,000 sidewalk rehabilitation project.

The proposed work would be awarded without a competitive bidding process and target hundreds of hazards identified across the community.

The 2026 program follows a city-wide sidewalk condition assessment completed last year that identified 579 defects across approximately 1,301 panels, ranging from minor issues to sections requiring full replacement.

Administration is recommending what it describes as “Package B,” a balanced approach that would repair lower-priority defects while replacing the most deteriorated panels in higher-risk areas.

The proposed contract is valued at $134,143 before tax, or about $142,191.58 including PST, leaving roughly $7,800 available as contingency.

City officials are recommending the work be awarded directly to Safesidewalks Canada Inc., citing technical capabilities and continuity with last year’s project.

“SSC holds a Canadian patent covering its proprietary dry-cut, dust-abatement saw-cutting system,” the report stated.

The report also points to the company’s existing data from the 2025 assessment, including mapped defects and site-specific records.

“Engaging a different contractor would require duplicating the assessment work, re-mobilizing it to an unfamiliar network, and accepting a loss of institutional knowledge that took two field seasons to build.”

Administration further notes limited market interest in similar work. It also warns that delaying the project could increase costs as repairable defects deteriorate over time.

Council can choose to approve the sole-source contract, direct administration to issue a request for proposals, or defer the work to a future budget cycle.

The regular council meeting will be held tonight at 7 p.m. in council chambers at the Co-op Centre.
