Melfort RCMP officer to undergo Code of Conduct hearing

 A member of the Melfort RCMP will be undergoing a Code of Conduct hearing later this year.  

Cpl. Sheila Cochrane faces three Code of Conduct violation allegations.  

The allegations are in Section 9.1, which reads “Members access, use and disclose information obtained in their capacity as members only in the proper course of their duties and abide by all oaths by which they are bound as members.”  

Another allegation centres on Section 7.1, which states that “Members behave in a manner that is not likely to discredit the Force.”  

The third charge relates to Section 4.2: “Members are diligent in the performance of their duties and the carrying out of their responsibilities, including taking appropriate action to aid any person who is exposed to potential, imminent or actual danger.”  

RCMP Media Relations was contacted by northeastNOW for comment, and they provided the following response: 

“Generally, the RCMP does not have the authority to provide information on specific conduct files to the public. Conduct matters are personal information under the Privacy Act, which prohibits government institutions, including the RCMP, from disclosing the personal information of their employees.

As set out by the Privacy Act, there are a few exceptions to this general rule. One such exemption is conduct hearings, which are deemed public under the RCMP Act. Conduct hearings are initiated in the most serious of all conduct matters and more information can be located here: https://rcmp.ca/en/member-conduct/member-code-conduct.

An officer’s duty status is determined as part of the RCMP’s Code of Conduct process. Corporal Cochrane was suspended with pay on November 14, 2024.”

The hearing is slated to be held Aug. 10 to 14 in Saskatoon, with the exact location to be determined.
