Meadow Lake council approves new rentals in subdivision largely vacant since 2015

Meadow Lake council has approved a fourplex that would add four three-bedroom rental homes in a city where staff said, “rental housing is demonstrably in short supply.”

The Oct. 13 decision grants discretionary use approval for Meadow Lake Properties’ proposal at 17 and 18 Yaychuk Place. The company is working with Meadow Lake Tribal Council (MLTC) on the project.

Under the proposal, ownership would transfer to Meadow Lake Health and Social Development Authority Inc. after construction, with MLTC acting as landlord, according to the city’s September review.

MLTC outlined its plans in a statement included in that review.

“MLTC’s involvement is intended to increase access to stable housing. …While tenants may have transitioned from other services or housing circumstances, once residing in the fourplex they will be tenants living independently in their own residential units.”

MLTC said the property would have no on-site staff, security personnel or round-the-clock supervision. It would not provide counselling, treatment, scheduled programming, emergency shelter or drop-in services.

The proposed two-storey building would have four parking spaces, and the two vacant lots would be consolidated into one parcel.

The development would occupy land in a subdivision city staff said had remained largely vacant since its construction in 2015.

The street was originally intended for semi-detached homes with secondary suites in each unit. Staff said a fourplex without secondary suites would be similar in size, appearance and intensity of use.

The September review identified no significant concerns under the city’s official community plan or zoning bylaw. It also found the site suitably sized and already served by municipal water and sewer.

The property is in the R2 residential district, where multi-unit dwellings require discretionary use approval following public notice and an opportunity for residents to comment.

The city advertised the hearing and sent notices to property owners within 75 metres of the site. Planning and development manager Neil Marsh reported that no written correspondence had been received by the noon Oct. 8 deadline.

A building permit application is still required. The city’s review says site drainage and service connection plans must also be submitted for Public Works approval with that application.

The development application listed a proposed construction period from September 2026 to June 2027.

The earlier review also flagged longer-term considerations for the neighbourhood. Staff said further development would bring demand for paving, which would be a matter for future capital planning rather than this application.

Staff also recommended the city begin maintaining a municipal reserve parcel intended as park or green space and consider its future use as a public space.
